Adriano A. Oliveira holds a Bachelors Degree in Civil Engineering from San Diego State University and is an Executive MBA graduate from the University of Oklahoma in Renewable Energy. He has worked in Solid Waste & Environmental Engineering for over 10 years with two of those years in landfill design, permitting, LFG utilization projects, document preparation, and QCQA oversight for waste disposal facilities.
Adrian possesses both strong verbal and written communication skills, as well as, the ability to coordinate the regulatory agency review process. He offers over 20 years of experience in positions of progressive responsibility and an attractive track record of developing profitable business solutions and opportunities. John Monteiro, B.S.C.E

John Rodrigues Monteiro was born in Cape Verde Islands, immigrated to Massachusetts as a child, graduated from Scituate High School in 1972 and attended Tufts University where he received a bachelor’s degree in Civil Engineering in 1976.
From 1976 through 1980, he worked for Texas Instruments as a manufacturing engineer, where he became highly respected as a manufacturing problem solver and cost reduction expert. His first major assignment was to eliminate the hazardous fumes created through the degreasing process utilized during manufacturing of electronic products. The new process eliminated the toxic fumes and reduced the quantity of highly toxic degreasing fluid use by 75%, as well as cost savings of millions of dollars per year.
In 1978, he started ASEC Corporation, while working full time for Texas instruments. ASEC Corporation is a multi disciplined engineering and land surveying firm located in Massachusetts. The firm has provided Structural and Civil Engineering, Architectural Design and Land Surveying services for 32 years. Their design experience includes buildings, highways, bridges and railroad projects, and waste water treatment. In addition, they have experience in site development and utility design. ASEC's Land Surveying experience includes: boundary, hydrographic, topographic, tunnel surveys, as well as, construction lay-out.
In addition to ASEC Corporation, Mr. Monteiro started the Verde Survey Solutions and Applied Services in Engineering and Construction, as well as three other successful businesses and two joint ventures.


John James Sinclair
Director of Waste-to-Energy Development
John Sinclair is a seasoned waste and renewable energy professional with over 26 years of experience in the industry. As Director of Ignian Ltd, he has focused on waste-to-energy (EFW) development, biomass projects, and resource recovery, bringing innovative solutions to the challenges of waste management. His expertise spans all aspects of lands and planning, environmental licensing, and strategic development for agricultural, energy, minerals, and waste projects across the UK.
John’s notable achievements include the successful planning of the Allington EFW plant for Kent County Council and managing the waste strategies for the Drax, Eggborough, and Ferrybridge power stations, which collectively used 25 million tons of coal annually. He was the author of the UK’s annual Energy Market Report, providing vital insights into market trends. As Director of UYE (UK) Ltd, he led the development of the waste wood biomass fuel strategy for the Holbrook CHP project, overseeing all aspects from planning consents to operational commissioning.
During his tenure with SITA (now SUEZ), John played a key role in shifting the company’s strategy from landfill to renewable energy, recycling, and waste commoditization. He was also instrumental in developing the export market for waste wood biomass, creating new opportunities for renewable fuels in the UK and Europe. John continues to advise European EFW companies and has a strong background in securing long-term fuel contracts and delivering profitable waste management solutions.


David Baxter
Director of Strategic Partnerships & PPP Development
David Baxter is an internationally recognized expert in public-private partnerships (PPPs), sustainable infrastructure development, and strategic procurement. With over 30 years of experience working across North America, Africa, Europe, the Middle East, and Asia, David has advised governments, development banks, and multinational organizations on how to implement resilient, transparent, and competitive infrastructure projects aligned with national development goals.
David currently serves as a Senior Advisor with the International Sustainable Resilience Center and as a Steering Committee Member of the World Association of PPP Units & Professionals (WAPPP), where he also chairs the North American Chapter. He is a thought leader in sustainable PPP procurement, contributing to the World Bank’s benchmarking reports and the APMG PPP Certification Program, and regularly engages with the Global Infrastructure Hub and the Global Center on Adaptation.
Throughout his career, David has led high-impact initiatives including USAID’s Power Africa, the MCC infrastructure monitoring portfolio (exceeding $1B) at Jacobs Engineering across eight countries, and procurement policy reform in Egypt, Sri Lanka, and the Maldives. He has worked closely with both public and private sector stakeholders to design and implement People-First PPPs (PfPPPs) that support economic development and the achievement of the UN’s Sustainable Development Goals (SDGs).
